แนวทางการบริหารภูมิปัญญาท้องถิ่นของสถานศึกษา ในสังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาชัยนาท

Abstract


           The aims of this research were to study the conditions and to suggest the approach of local wisdom execution of the schools under the Office of Chainat Primary Education al Service Area. There were two stages in this research.  They were 1) to investigate the conditions on the local wisdom execution of the schools under the Office of Primary Educational Service Area of Chainat Province and 2) to   search for an appropriate approach of local wisdom execution by grouping seminar and content analysis.  The sample of this study was derived from 313 executive staff and teachers of the schools under the Office of Primary Educational Service Area of Chainat Province.  The research instruments of this study were 1) the questionnaire covering with five levels of rating scales and having the reliability coefficient of 0.85 and 2) the notes deriving from the focus group conversation activity.  The statistic devices employed to analyze the data were percentages, means and standard deviations. The findings are as follows: 

1. Overall, the local wisdom administration of the schools in all four aspects was at a high level, top ranking by the use of traditional knowledge, followed by assessment of using local knowledge, and bottom ranking by improving the use of local knowledge. Where considered aspect by aspect, it was found that in planning for local knowledge utilization the top ranking aspect was assigning people responsible for defining the policies and plans for the use of local knowledge and bottom ranking by the setting of guidelines for including the use of indigenous knowledge in education. The highest level aspect for the use of local knowledge was meetings to plan for the management of local knowledge and the lowest level aspect was the integration of local knowledge into the group learning activities in teaching. The highest level aspect in assessment of using local knowledge was to use local knowledge to improve and maximize while the lowest level aspect was to evaluate using local knowledge according to the policy of the school. And in improving the use of local knowledge the top ranking aspect was to build up their understanding of how to evaluate the use of local knowledge in the aspect of education policy and the bottom ranking aspect was the improvement of the implementation of the plan to be continually effective. 

2. Four main dimensions regarding both the approach and the suggestions for local wisdom execution of the schools under the Office of Primary Educational service Area of Chainat Province were promoted.  To begin with, the dimension of planning of employing local wisdom was to arouse the schools to undertake twofold obligations.  They were 1) training the stakeholders to have knowledge about resolution of planning on local wisdom implementation to be compatible with the core curriculum, school’s curriculum and local curriculum, 2) exploring students’ needs for implementing as the appropriate approach to resolve the plan of employing local wisdom.  For the dimension of implementing local wisdom, the school should assign experienced officers to train teachers how to employ the local wisdom and to apply the knowledge for classroom activities in order to conform to learning contents. For the dimension of local wisdom assessment, the school should also set up the committee to determine the form of planning assessment on implementing local wisdom.  This was carried out in order to report to all stakeholders for the greatest improvement and fruitful benefits.  Respect to the assessment, the plan of employing local wisdom had to be conform to the objectives of the lesson plans and various assessing techniques.  For the last dimension, the improvement of local wisdom implementation should make the report of implementation in systemic and consecutive process.  Especially, to search for the trend to develop the implementing of local wisdom, the executive staffs should do the conferences with all stakeholders in order to analyze approaches to develop effectively how to employ those above mentioned local wisdom executions.
