Abstract
Human Resource Development toward ASEAN Community of the Office of the Permanent Secretary for Defense is a part of the confidence peace and stability building in the region. Not only making people in ASEAN living together in harmony without traditional threat, military threat, and non- traditional threat such as drugs, transnational crime, but also data using to match the requirements in order to improve Office of the Permanent Secretary for Defense. The development will improve the organizational operations to meet the standard and quality in moving toward the ASEAN community. This research using In-depth Interview and Focus Group methods to gather information from key informants. Main tools of the research is the open ended question interview, develop during the literature review, using the triangulation methods which will finish by the systematic analyze. The result of this research shows that the every factor of HR Development is very important that cannot be ruled out. The relationships and connectivity of all factors (HRD factor, Budget factor, Material factor, Information Resources factor and Ethnic factors) are the main condition in order to achieve the objective.
