การเตรียมความพร้อมเพื่อรองรับการเข้าสู่ประชาคมอาเซียน (AEC) ขององค์การบริหารส่วนจังหวัดอุดรธานี

Abstract

                 This research aim to study preparation approach for associate ASEAN Community (AEC) of Udon Thani provincial administrative organization. The sample group are administrators and supervisors or agency who are operate follow the policies and plan that have been defined. Including cooperation between administrators and each department to defined policy. The sample group from 11 department that assign one person per department. The research gathering data form semi-structured interviews. A content analysis classify by the issue of framework and analytical induction to interpretation and conclusion from real phenomena are used in this research.

            The result of research can conclude in 3 dimension as

            1) Political and Security

            The preparation level in this dimension of Udon Thani provincial administrative organization is medium. The preparation policy of organization are understand and realize of international relationship,  children's and human rights, international law, unity, stability, integration of ASEAN mutual dependence. And political is knowledge that agencies need increase interest.

            2) ASEAN Community knowledge

            The knowledge level of ASEAN Community of Udon Thani provincial administrative organization is medium. The preparation policy of organization have support knowledge and understanding of the financial system, the economy, the community, labor and talent. The knowledge that need to encourage is workers' free trade.

            3) Social and culture 

            The preparation level in this dimension of Udon Thani provincial administrative organization is medium.  The preparation policy of organization have support knowledge and understanding about creating and sharing society, human resource development, protection and social welfare, sustainable environment. The knowledge that need to encourage are rights and social justice, creating an ASEAN identity.
